Methodology

NFPA 1300 and NFPA 1750 (2026), applied honestly.

Probability × impact scoring per NFPA 1750 §10.3.6, with four categories — Low, Moderate, High, and Critical. Response capability modeled on the real road network. Fire and EMS treated as one integrated model. Refreshed every five years. And honest data discipline: when a source cannot be verified, PRISM labels the affected scores provisional and provides the data request to fix it.
